By the end of the decade the United States will for the first time face two peer competitors -China and Russia - with nuclear capabilities, US Navy Admiral Charles A Richard, the commander of US Strategic Command (USSTRATCOM), said on 30 July. Talking about the modernisation and readiness improvements made by Russia and China in both their strategic and conventional military capabilities, Adm Richard said, "China is on a trajectory to be a strategic peer to us by the end of the decade. So, for the first time ever, the US is going to face two peer-capable nuclear competitors... whom you have to deter differently."
