The Philippine military announced on 21 March that it has despatched aircraft and ships to monitor what it described as a "massing of Chinese maritime militia" vessels off Whit-sun Reef (known in the Philippines as Julian Felipe Reef) in the South China Sea (SCS), describing Beijing's move as "a clear provocative action of militarising the area". "The AFP's [Armed Forces of the Philippines'] Western Command ordered the dispatch of air force and navy assets to conduct air and maritime sovereignty patrols" in the area, AFP spokesperson Marine Major General Edgard Arevalo was quoted by the state-owned Philippine News Agency (PNA) as saying, adding that the Philippine Coast Guard (PCG) first reported seeing an estimated 220 Chinese fishing vessels near the reef on 7 March.
