Shortly after becoming chairman of the Central Military Commission in November 2012 Xi Jinping instructed China's People's Liberation Army (PLA) to "be able to fight and win battles". This guidance aims at increasing overall operational readiness throughout the force and is directly related to the concept of "preparation for military struggle", which seeks to enhance the PLA's "warfighting capabilities based on information systems". Although the PLA leadership believes that China faces "multiple and complicated security threats and challenges", Xi's guidance is not premised on fighting a specific battle in the immediate future.
