The South African defence budget has been cut by 14.5% from ZAR54.1 billion (USD3.6 billion) to ZAR46.27 billion (USD3.1 billion). The figures released by the National Treasury for the three-year Medium Term Expenditure Framework (MTEF) show the budget recovering marginally over the next two years to ZAR46.78 billion and ZAR47.16 billion. The National Treasury is also phasing out the Special Defence Account that funds acquisition projects, with this declining from ZAR5.23 billion to just ZAR1 billion in the current year, although it rises slightly to ZAR1.83 billion and ZAR 1.87 billion in the two following years, presumably to cover naval vessels. Personnel costs remain a particular challenge; they will consume 61.4% of the funding over the three-year MTEF. The treasury has regularly cut funding for personnel costs, but has failed to fund severance packages, forcing the South African National Defence Force (SANDF) to reallocate funds within its budget.
