US President Joe Biden, unlike his predecessor Donald Trump, is pro-NATO with no intention of leaving the alliance, although there is continuity in Washington's policy towards it. For example, the United States still expects NATO countries to try and spend at least 2% of their GDP on defence. There is also continuity with the Trump administration on Afghanistan, from which NATO members have withdrawn and which has become the alliance's first defeat after the Taliban took control of the country in August.Despite the withdrawal from Afghanistan and renewed interest in its eastern flank, NATO remains a global alliance, with partners around the world, that is facing threats of a less conventional nature to its south.The direction the alliance is taking was laid out during its 14 June summit in Brussels, which was the first meeting of allied leaders attended by Biden as president. During the summit NATO leaders agreed to the agenda of the NATO 2030 initiative that an independent group of experts has been working on for the past year: how to reinforce the alliance's unity, broaden its approach to security, and contribute to safeguarding the rules-based international order. They agreed to develop NATO's next strategic concept, describing the security environment in which the alliance operates, stating its purpose and core tasks, and setting the strategic direction for its political and military adaptation.
