The cyber threat has been taken increasingly seriously around the world over the last few years, but standing up a formal military response is not proving easy. 'Cyber' itself is such a nebulous concept that determining the fundamentals of what it is and how it affects the military domain has exercised years of planning man-hours, let alone working on how to respond and set up any kind of formal cyber defences.
