The Indian Ocean is a relatively distant maritime domain for Russia in geographic and conceptual terms, with the Pacific and Atlantic oceans dominating strategic thinking in Moscow today (as they did in the Soviet era). The Soviet Union - especially under the leadership of Admiral Sergei Gorshkov as its navy chief for the bulk of the Cold War - came to recognise the need for a true superpower to have a maritime profile to mirror that of its continental presence and to support its aspirations to have global influence. Under Adm Gorshkov, Moscow built a navy capable of meeting these ambitions, with a notable focus on underwater presence.
