Recent years have seen the maritime piracy situation in Southeast Asia framed by some as something of a recent phenomenon. Yet the truth is that maritime piracy has been a perennial problem in the Southeast Asian region for hundreds of years. In his 1930 book on the activities of Malay pirates, the English writer and military officer Owen Rutter described 'buccaneers' in the region as being more fearsome than their European and Caribbean counterparts; this suggested that maritime piracy was already an entrenched problem. Over the last decade, the piracy problems off the Somali and West African coasts have diverted political and public attention away from the Southeast Asian region. Yet piracy there has remained a constant challenge.
