With analysts referring to the 21 st century as the Asia-Pacific century, and with the region by geostrategic definition a maritime environment, the implications of Chinese ambitions to become a maritime power are being keenly felt across the region. Despite seemingly cordial relations between the People's Liberation Army Navy (PLAN) and the Indonesian Navy (Tentera Nasional Indonesia - Angkatan Laut, or TNI-AL), tensions could be developing between Jakarta and Beijing over a cluster of 272 islands at the southern tip of the South China Sea.
