In the mid-1990s the US Navy began to explore the feasibility of an Air-Directed Surface-to-Air Missile (ADSAM) system for Overland Cruise Missile Defense (OCMD). The ADSAM concept was developed to address the threat posed by cruise missiles to ship- and shore-based forces, recognising that the major limitation to shipborne OCMD was the inability of shipboard radars to see low-flying targets far inland, due to the Earth's curvature and terrain blockage.
