With the harsh realities of the global economic crisis coming home to roost, the US Navy (USN) is facing a shipbuilding challenge it hasn't seen since the Second World War: affordability. During the Cold War, the rush to outmatch the Soviet threat elevated the performance of weapon systems above all other considerations, including cost. While other navies looked to reduce platform and operational costs, the USN pushed headlong into acquiring the most advanced technology - often involving 'exquisite' solutions - to meet operational requirements.Traditionally, procurement planners would start with the operational requirement and move through the budget process focusing on capability over cost, Sean Stack-ley, the service's assistant secretary for research, development and acquisition, told Jane's.Today, in contrast, the Department of the Navy (DoN) is taking greater care to provide end-users with a better sense of what requirements actually cost in dollars and where trades can be made in capability for cost. "Now the warfighter gets to make a value judgement," Stackley said.
