The Indian Navy (IN) has assumed overall responsibility for India's maritime security, relegating the Indian Coast Guard (ICG) and state police and marine agencies to supporting roles. The move - which was announced alongside plans to create a naval base protection force and procure dozens of new craft - is Intended to address failings in command and control that emerged during last November's terrorist attacks in Mumbai. In a statement published by the Ministry of Defence on 28 February, Defence Minister A K Antony said that "problems of co-ordination" had been identified relating to "the backdrop of multiple agencies" tasked with ensuring coastal security. In future, the IN will control all navy and coastguard joint operations. "This will ensure that the assets are optimally deployed and there is synergy between the two organisations," Antony said. "With these measures the government is expecting that a new focus will be given for effectively managing threats from the sea and security for our coastline." Additional measures include the establishment of Joint Operation Centres at Mumbai, Vishakhapatnam, Kochi and Port Blair under the charge of existing naval commanders-in-chief, which will be jointly manned and operated by the IN and ICG with input from other marine agencies. The IN will gain a specialised new force - the Sagar Prahari Bal - consisting of 1,000 personnel and equipped with 80 fast interception craft, dedicated to the protection of naval assets and bases on the mainland and island territories.
