He speaks here to JAC Lewis.rnOn 26 June, French Defence Minister Herve Morin placed an order with state-owned shipbuilder DCNS for a second Barracuda nuclear-powered attack submarine (SSN), Duguay-Trouin. Steel for the first new boat, Suffren, was cut in late 2007 under the French Navy's EUR7.9 billion (USD 11 billion) programme to replace its six Rubis-class SSNs from 2017 on a one-for-one basis.rnCritics have argued that Barracuda's advanced technology and weaponry - the new class will carry the Scalp Naval cruise missile, for instance - should allow the navy to get by with four SSNs. They also question whether France, which is prone to stretching out its blue ribbon military projects for budgetary reasons, can deliver the programme on time.
