Indian Navy officials have blamed disputes over price between state-owned shipbuilder Mazagon Dock Limited (MDL) and European equipment suppliers for delays in the local construction of six Scorpene submarines.rnThe first of the DCNS-designed boats was scheduled for delivery in December 2012, followed by one per year until 2017, but navy sources have told Jane's that the programme has now been pushed back by 24-28 months.rnShortly after the USD3.5 billion procurement deal with prime contractor DCNS was signed in October 2005, MDL - which is building the submarines in Mumbai - inked contractsrnworth USD500 million with at least 50 suppliers linked to the French company for the provision of steel, sub-assemblies and other items, the officials said. Thereafter, the cost of these items reportedly almost doubled to around USD900 million, an escalation for which MDL is awaiting clearance by the Cabinet Committee on Security (CCS) headed by Prime Minister Manmohan Singh before completing work on the first three boats.
