The initial batch of three Astute-class attack submarines for the UK Royal Navy is expected to cost taxpayers GBP1.2 billion (USD2.4 billion) more than approved, after costs in 2006-07 grew by GBP142 million.rnThe in-year overspend on the BAE Systems-led programme actually amounted to GBP399 million. However, the UK Ministry of Defence (MoD) decided that more than half the sum would more fairly be apportioned to the wider costs of sustaining an indigenous nuclear submarine design and build capability, according to a report by the National Audit Office (NAO).rnCost growth in materials - including rising steel prices - was blamed for 41 per cent of the total overspend, with 17 per cent attributed to labour costs, 16 per cent to inflation and 16 per cent to 'cost of capital' accounting rules.
