Project Baynunah is the United Arab Emirates Naval Forces' flagship naval procurement programme. Richard Scott traces its origins and profiles selected platform and combat system equipment. The award of a Dh2 billion (US$540 million) contract to Abu Dhabi Ship Building (ADSB) in late December 2003 signalled the long-awaited green light for the United Arab Emirates (UAE) Naval Forces' Project Baynunah corvette programme, the most ambitious indigenous naval shipbuilding project to be undertaken in the Gulf region. Based on a ship design developed by French shipbuilder Constructions Mecan-iques de Normandie (CMN), the programme calls for the build of an initial four 70 m vessels, entering service from 2008, with contract options extant for an additional two ships. Confirmation of the Baynunah pro- gramme came after almost a decade of programmatic uncertainty, during which the UAE at various times considered options for the procurement of new frigates, corvettes, strike craft and mine countermea-sures vessels. For industry, these notional requirements represented tantalising sales opportunities. But changing budget and operational priorities saw potential programmes repeatedly deferred or cancelled outright, frustrating the aspirations of companies that found themselves consistently incurring the nugatory expense of preparing bids for programmes that were never to materialise.
