What makes an offshore patrol vessel (OPV)? If it is the ability to operate far from shore, in strong winds and high seas, while keeping watch for pirates, traffickers, and poachers, and responding to the occasional distress call from yachtsmen or commercial vessels, then a wide range of platforms could be OPVs, ranging from a fishing vessel-sized hull to 10,000 tonne-plus destroyers.
