Australia and New Zealand face an increasing range of challenges as the strategic environment of the Indo-Pa-cific region evolves. Both the range and scale of those challenges are creating formidable problems for both countries' navies. The focus of the Royal Australian Navy (RAN) and the Royal New Zealand Navy (RNZN) shifted after the Cold War to maritime security, a shift intensified by the campaigns against terrorism in the Middle East, as well as each country's own domain requirements. These imperatives not only continue, but are increasing in complexity. The effects of climate change and the greater frequency of natural disasters and the need to respond to them are just one part of the picture. Anti-terrorist operations in the Middle East must now be supplemented with support of the Philippines' counter-terrorism campaign and sanctions enforcement against North Korea. Other developments within the Indo-Pacific region, particularly the rise of China and the tensions that its exerciseof state power have generated in areas such as the South China Sea, have created new concerns and calls for greater involvement in Southeast Asia. The fear that great power rivalries may spill over into the Southwest Pacific has meant that additional resources are being allocated to maintain a national presence and demonstrate continuing support to the Pacific Island countries.
