On March 17, 2010,the government decided a policy to add "the business concerning the high-speed railway linking major cities together in some region other than a developing region" to the international investment business of the Japan Policy Finance Corporation aiming at an international development of the high-speed railway technology that the Ministry of Land, Infrastructure, Transport and Tourism has positioned to be the centerpiece of growth strategy. And the government started a research of opinions concerning the revision of related laws on the same day. The Japan Policy Finance Corporation came into existence by the reorganization and integration of the government-affiliated financial institution in the autumn of 2008. And the Japan Bank for International Cooperation (JBIC) taking charge of the International Department in the above corporation has managed international investment businesses.
