摘要

For governments it needs to be accepted that the underlying argument for privatisation is not primarily the importance of concession fee income but rather sustainable growth and continuous investment to meet traffic demand. Defining standards (eg those of the International Air Transport Association) and quality performance indicators in order to constantly and flexibly adapt to business dynamics is more important than defining fixed phases for expansion which risk the misdirection of investments. Strict tariff control of monopolistic services by a regulator is more important than a high revenue percentage which may jeopardise investment capability. The ability to amortise investments over the long term and in exchange to keep tariffs at a competitively lower level is more important than the flexibility of short-term concessions.
