A torrent of criticism has followed the enactment and implementation of the Sarbanes-Oxley Act (SOX), related guidelines by the Public Company Accounting Oversight Board, and the frequently revised listing guidelines for the major stock exchanges. While reproaches take many forms (e.g. excessive costs associated with compliance, disproportionate impact on smaller firms, unreasonable guidelines for foreign firms trading on US exchanges), what is clear is that many firms and interested groups have attempted to influence the recall and amendment of several of these guidelines.
