For many students of economic development, the belated discovery in the 1980s of a handful of success stories in East Asia was more than a pleasant surprise. Given the widespread pessimism wrought by the oil crises of the 1970s, the two and half decades of growth in Taiwan, South Korea, Hong Kong, and Singapore constituted a "miracle"-or perhaps several "miracles." One immediate result of this discovery was a concerted effort by an army of analysts to make sense of the good news -to discern the origins of the various East Asian achievements, identify their essential characteristics, and distill useful lessons for policymakers elsewhere.
