As Nairn Kapucu sees the many different parties involved in crisis management after a terrorist attack as a virtual organization, unsurprisingly, in Network Governance in Response to Acts of Terrorism he departs from network theory. This is why scholars like Klijn and Koppenjan - scholars from the field of Public Administration who have written extensively on network management - contribute heavily to his theoretical framework. Kapucu analyzes six cases, in six different countries -The United States, Indonesia,Turkey, Spain, the UK and India - on four dimensions, to find out what the differences were in the way their network governance functioned in the aftermath of terrorist attacks. These dimensions are the emergency management system, the environment in which collaborative decision-making took place, organizational capacity and the actors and their (lack of) trust and interoperability. He also does a network analysis for all of his cases.
