Economists have played a foundational role in developing and refining the tool of emissions trading as an alternative to more conventional com-mand-and-control approaches to environmental protection. They have also played a front-line role in advancing the case that trading regimes should be adopted widely to address a range of environmental concerns, including climate change. And they have increasingly turned to lamentation that so few governments around the world have formally embraced this method.
