Douglas A. Irwin's book opens with a photograph of Vice President Al Gore presenting a framed photograph of Senator Reed Smoot and Congressman Willis Hawley to Ross Perot on the Larry King Live show in 1993. The photograph captures the main narrative of the book beautifully. First, that the 1930 tariff was driven largely by narrow special interests. Second, that the impact was harmful rather than helpful. Third, that it survives as one of the few historical episodes swaying opinion on the costs and benefits of commercial policy.
