Despite being one of the top three leading causes of preventable death in the United States, alcohol consumption and the associated health issues seem to have fallen out of the public spotlight. In his book, Paying the Tab, Phil Cook brings back some needed attention to the issue and reminds us of our country's long history of alcohol control. For the economist, alcohol is a fascinating commodity to study because it is unlike most others: consumption can be both pleasurable and harmful. Negative externalities associated with consumption are common. Internalities, both positive and negative, are also present. The distribution of alcohol is highly regulated. Taxes are a large component of market prices. Cook covers all of these aspects, taking the reader through the history of alcohol control to current day analyses. This book synthesizes the existing literature from economics with the history of alcohol control in a very seamless way. One of the book's strengths is the breadth of exposition in covering issues from both the supply and demand side of the market. This book also provides new and up to date estimates of consumption patterns, demand elasticities, and elasticities with respect to the negative outcomes of consumption.
