The Environment and Sustainable Development Program of the Center for U.S.-Mexican Studies at the University of California, San Diego, and the Department of Urban and Environmental Studies at El Colegio de la Frontera Norte (COLEF) sponsored a 2-day conference, "Regional Reflections on the World Summit in Johannesburg: Equity and Sustainable Development in the U.S.-Mexico Border Region." Held December 5-6, 2002, at COLEF, the event brought together a distinguished group of policy makers, scholars, students, and activists from the border region and beyond. Dr. Enrique Leff, regional coordinator for the United Nations Environmental Programme's Environmental Education Network, opened the proceedings with a discussion of the implications of Johannesburg for the Americas. Unlike the 1992 Earth Summit in Rio de Janeiro, which ushered in a landmark period of support for environmental policy initiatives, the accomplishments and aspirations of the 2002 summit in Johannesburg were comparatively modest. Whereas previous environmental summits in Stockholm and Rio focused on establishing a global vision embodied in a set of basic moral and regulatory principles for balancing social equity, environmental protection, and economic development, the summit in Johannesburg was dedicated to identifying concrete mechanisms and targets for implementing that vision.
