摘要

To measure the influence of ecological supervision over energy utilisation efficiency, this study establishes an input-output evaluation indicator system and adopts an EBM containing unfavourable output to measure the energy utilisation efficiency of 30 Chinese regions during 2001-2017. Then, Tobit model is also employed to analyse the influence of ecological supervision over energy utilisation efficiency. The research findings indicate that, during the observation period, China's energy utilisation efficiency exhibits large inter-regional discrepancies. Regions with higher energy utilisation efficiency are mainly situated on the east coast of China, but regions with low energy utilisation efficiency are primarily situated in the inland areas in the centre and west; China's environmental supervision has a significant negative influence over energy utilisation efficiency, indicating that China's current environmental supervision has not forced firms to reduce emissions. On the contrary, it has triggered the Green Paradox. Besides ecological supervision, economic progress and energy utilisation efficiency show a significant negative correlation; factors such as technical advancement, foreign trade, human capital, and the level of urbanisation are significantly positively correlated with energy utilisation efficiency.
