In the case of miscellaneous rulemakings, oftentimes we simply note they were issued and assume that the changes will all be positive, so that few of us take the time to review them in detail. But in the case of the July 20, 2011, HM-218F final rule that became effective on August 19, 2011, there are certainly issues of broad interest that are worth highlighting.
