The evidence-based medicine movement has spawnednsystematic reviews as the preferred method of bringingntogether data from different studies and sources toninform decisions about the effectiveness of medicalninterventions. There is no accepted equivalent tonsystematic reviews in the case of decisions by healthncare managers and policy-makers. These three papersnare therefore of interest in outlining the ways in whichnevidence might be used to inform these decisions andnin discussing the requirements of decision makers innusing evidence.nIn their different ways, the papers are important innserving as a counterweight to the researcher centricnbias of much of the literature on the relationshipnbetween research and policy. In bringing to the fore thenperspective of managers and decision makers, and innrecognizing the messy, non-linear nature of decisionnmaking, they provide a timely reminder of thenconstraints on evidence-based decisions in healthnpolicy and management. A great strength of the papersnis their recognition of the reality of decision makingnin action and the need for research evidence toncompete with other kinds of intelligence in the policynmaking primeval soup (to borrow John Kingdon’snphrase). Not only does this begin to explain whynmethods of review used to inform clinical decisions maynnot work in the more complex world of policynand management interventions but also it remindsnresearchers that their contribution is only onenamong many.
