摘要

Chaudhuri has written a provocative and timely paper. His main thesis is that there are very few rigorous evaluations of individual ICT projects in developing countries and that one should be correspondingly sceptical of promoting these technologies in such countries (It is inconsistent though also to assert that Internet projects mostly fail for without some sort of evaluative framework how can failure be established?). What I will argue below is that the author somewhat overstates his case and more tellingly looks in the wrong place for support of the contention that this technology promotes growth.
