摘要

The United States initially dipped its toe into the waters of global protection of copyright interests when it acceded to Berne in 1989. That accession brought several changes to US copyright law, from the Lazarus-like restoration of copyrights to the abolition of the abracadabra of copyright notice. The United States attempted first through WIPO and then successfully through the General Agreement on Tariffs and Trade to achieve minimum standards around the world for copyright protection. With the passage of TRIPS in 1994, the United States dove right in to international copyright waters. US copyright owners have gotten what they wanted, arguably at the price of warping several traditional principals of copyright law, such as the writing requirement. But as a quid pro quo, the United States also must meet its obligations under TRIPS. US policies are now under the looking glass of non-US participants in our domestic copyright affairs.
