摘要

Confidence in the voting process has been undermined. The failure rate of punch card ballots in Florida during the presidential election of 2000 and the corresponding controversial Supreme Court ruling in Bush v. Gore over the recount forced questions on the previously unremarked upon consequences of election mechanics to enter public consciousness. Widespread public concern about polling places, voting mechanisms, hanging chads, and equal access called into question the legitimacy of elections themselves. Three-quarters of Americans characterized the 1996 election as at least somewhat fair; in 2000, that figure dropped to one-half.
