Transit planning, design, construction, and operations in Portland, Oregon, USA, have evolved over a number of decades from solely being about providing transportation into a way for the city and region to understand its possibilities and challenges. The common thread through all of these efforts is a realization that nothing of value comes from one principle entity, but rather from a delicate balance of contingent relationships. Just like a city is an organism that lives, breathes, grows, and needs renewal, transit that can embody these qualities will have greater impact and success.
