It is now clear that EUR 146 million will be unspent and a European regulation was published on 30 December 2010 to create a new financial instrument to use this unspent money for funding sustainable energy projects in particular in urban settings that have a rapid, measurable and substantial impact on economic recovery, increased energy security and reduction of greenhouse gas emissions.
