Over the last 10-15 years huge numbers of tramway systems in Central and Eastern Europe have not been regularly maintained to the required technical specifications, either for the infrastructure or the vehicles.rnThe "Dresden Declaration" was adopted at the UITP 2004 Light Rail Transit (LRT) Conference in Dresden and some months later UITP formed a special working group to exchange experience and create guidelines. Representatives of more than ten Central and Eastern European cities have taken part in the four meetings held so far. The results of the Working group are regularly discussed in the UITP Light Rail Committee meetings. UITP Guidelines presenting the core of the discussion and key recommendations adopted from the members of the Working Group have now been published. This article gives some of the key conclusions.
