Hopes to contain and even resolve the crisis in the financial sector have been cruelly dashed and now the real consequences are being seen in dramatic falls in trade, collapses in major product markets, battered consumer confidence and swelling dole queues. Economic forecasts are still being revised downwards and the date for a pickup is being pushed further into the future. The transport sector is in the forefront with car sales down by over 25% and shipping rates falling by as much as 90%. Everywhere, capacity lies unused, supply chains are collapsing and transport operators are closing.rnThe situation has forced policy-makers everywhere to use all the instruments at their disposal to engage an economic recovery process. Transport can and should play an important role in these stimulus packages. At the same time, actions to speed economic recovery should not simply maintain current plans for transport systems but require rethinking existing programmes and priorities.
