There has been considerable recent interest and debate around the potential impact of the current financial and economic climate on public transport demand and investment. One viewpoint is that this could be an invaluable opportunity to halt the vicious circle of public transport decline as fears of falling income may encourage individuals to change their choice of mode. An alternative argument suggests that the slowdown in economic activity will reduce travel by all modes therefore making public transport investment less attractive at the same time as funding dries up.rnHowever, this economic downturn is not an entirely new phenomenon so what should we expect based on past evidence? Can we work out likely scenarios from economic theory and empirical research? But, more fundamentally, should emerging attitudes towards the economy, market mechanisms, energy and the environment favour a step change in public transport investment? This article puts forward some evidence and reflections on these topics.
