Getting the economy back on track is one of the biggest challenges Europe is facing. In this context, all Member States are taking action to deal with the crisis and the European Commission proposed a coordinated approach described in the European Economic Recovery Plan. The plan, which was approved by the European Council of Heads of State and Government in December 2008, provides a coherent framework for action to be taken at Union-wide level as well as for measures adopted by each Member State, with a view to ensuring consistency and maximising effectiveness. It is based on an effort equivalent in total to around 1.5% of European Union GDP or EUR 200 billion. To complement the recovery plan, Commission President Barroso proposed in January 2009 to reallocate EUR 5 billion of unspent EU money to clean energy and broadband projects.
