Public transport authorities are undertaking a greater and much more difficult role in the financing of public transport services due to the scarcity of public funds, which has been aggravated by the recent economic crisis and also due to the EU Regulation which sets up a framework for funding guidelines and public procurement within public transport organizations. Moreover, it has become evident that the operation of effective public transport in cities and regions needs both well-established and efficient operators, as well as knowledgeable, experienced and committed authorities. Given the fact that public transport authorities in Western Europe have by now had more than a decade to adapt themselves to the new requirements through improved internal organization and restructuring, it seems clear that the path for authorities in Eastern and Central Europe is more challenging and demanding given the short time frame. Apart from that, the challenges that Eastern and Central European authorities are facing are similar in nature, with the need for restructuring being at the top of the agenda.
