On 19 December 2007, almost exactly two years after the initial proposal of a Directive with the same title, the European Commission adopted a revised proposal for a Directive on the Promotion of Clean and Energy Efficient Road Transport Vehicles, COM(2007)817. The proposed Directive introduces environmental aspects into the public procurement of vehicles and transport services. Compared to the earlier proposal, which had foreseen a mandatory procurement of 25% of new vehicles according to EEV emission standards, this new proposal now covers all vehicles (such as police cars, buses, waste collection vehicles, etc.) procured by public authorities and by operators providing public transport services under licence. When procuring vehicles, public authorities as well as operators will be obliged to take into account lifetime costs for CO_2 and pollutant emissions as well as for fuel consumption as award criteria. The application of these criteria will first be optional, then mandatory from 1 January 2012.
