The incidents that marked the commercial service entry of the TVR/GLT rubber-tyred guided system in France prompted the French Government to commission a survey report on the safety of this innovative system from the Conseil General des Fonts et Chaussees ('general council for road construction and maintenance'), the unit within France's Ministry for Equipment responsible for the overall inspection of equipment and the environment Over and above the events linked to the licensing and commissioning of this particular type of rolling stock, questions were raised regarding technological innovation management, supervision, implementation and validation. This article sets out to present the findings and recommendations from this report on the TVR/GLT system, and to place this study within a more general framework encompassing the production and manufacture of new products and the prerequisites for their commercial operation.
