throughout the entire history of public transport its development was characterized by the alternation of the periods of rapid growth and stagnation followed by new impulses of acceleration. In each historical time period and in each individual country this pendulum motion was primarily the result of objective reasons of economic and technological nature, as well as specific social and political conditions.
