mous risks were embedded due to large construction size, tight time schedule, high technical and functional standards, diverse construction types, and innovative designs. These risks would potentially bring negative impact on the performance of Olympic venues' construction such as time delay, cost overrun, safety and environment accidents, and failure to meet the requirements of specific games. There are notable characteristics in the construction program of Beijing Olympic venue constructions, including (1) strict requirements on construction timing and venue functions for games; and (2) centered authority in charge of the Olympic venue construction (namely Construction Department of Beijing Organizing Committee for the Games of the XXIX Olympiad and Beijing Municipality 2008 Construction Headquarter Office). In 2004, the writers were entrusted to lead a team working on the risk management for Beijing Olympic venue construction. Other than normal construction project risk management, this task took the construction program (composed of 31 competition venues) as the objective with focuses on the global risk factors faced by all the venue construction projects and aimed to develop a uniform risk management system for the authority in charge of Olympic venue construction, with which it was expected that the authority could conduct unified risk management for all the venue construction projects to assure best performance of the whole construction program (BOCOG 2005; Zhu et al. 2006; Zhu 2007).
