With this book, Harry Bennett sets out to fulfil an ambitious, perhaps too ambitious, agenda. First, he seeks to provide an updated analysis of the British naval policy in the immediate aftermath of the First World War. Second, he looks to situate this period clearly in the context of the immediate pre-war years. And, third, he wishes to use the example of naval policy in the early 1920s to illustrate to current policy-makers why financial limitations and coherent strategic planning do not always sit well together. Each of these goals might be subject to a book all on their own and for this reason, while Bennett is partially successful in meeting all of these aims, there are inevitably limits to what he can achieve in a slim 192 pages of text.
