Roger Knight, having written a rightly acclaimed biography of Nelson (The pursuit of victory: the life and achievement of Horatio Nelson, 2005), turns his attention in this substantial new study to less well-known national heroes. He assesses the contributions made by cabinet ministers, civil servants in government departments, dockyard workers, weapons manufacturers, merchant seamen, packet boat crews, uniform-makers, food suppliers, and city merchants who facilitated the movement of money and vital provisions. 'They were all needed', he concludes, 'as much as the tens of thousands of young soldiers and seamen who resisted, survived and finally overcame the threat from Napoleon' (466).
