Privateering, piracy and British policy in Spanish America 1810-1830

The Latin American wars of independence involved several types of commerce raiding: Spanish privateering, Latin American or 'insurgent privateering', and piracy. All three affected British maritime trade, as well as influencing British foreign policy with Spain and the emerging South American countries. Perhaps because the wars of independence broke out during, and in some respects as a consequence of, the Napoleonic Wars, they have been widely ignored in the context of early nineteenth-century commerce raiding and British diplomacy. However, the encounters between privateers, pirates, and British ships provoked outrage from British merchants. It also triggered a measured response from the British government, tempered by the changing situation in Europe and a desire to maintain good trading relationships with both Spain and her splintering colonies. Britain's response was based in the prize court systems of both countries and the Anglo-Spanish Claims Commission, where the grievances of merchants could be addressed in a legal and supposedly impartial fashion. However, there is no comprehensive study of the British perspective on early nineteenth-century maritime predation in the Latin American wars of independence, despite a wealth of both Spanish language and English sources. With this in mind, McCarthy has brought this study together both to understand the British response to revolutionary commerce raiding and also to comprehend Britain's 'legal posturing' (9).
