The history of British sea power has too often been written as the history of officers and sailors. Yet maintaining and extending command of the sea involved many more groups of people inside the Royal Navy. Keeping control of a vast national maritime enterprise, protecting a sprawling empire and meeting technological challenges from rival powers required the careful management of people, organisations and information. This was no easy task, as the image from Punch shown in Figure 1 illustrates. Inspired by the testimony of Secretary to the Board of Admiralty, Vernon Lushington, the Victorian satirical magazine highlighted the bureaucratic failures of Hugh Child-ers's Liberal Board: letters left unopened or unregistered; little communication between Admiralty departments (specifically communications involving matters of ship maintenance); lack of departmental supervision; and no regular board meetings.
