Superpower Interrupted: The Chinese History of the World

One of the great challenges in contemporary military ethics and global governance is understanding and predicting the behavior of the People's Republic of China. As the country has risen in wealth and military capability, it has behaved decisively and unrepentantly in ways that flout previously established global norms. It has created artificial islands and placed military installations on them, claiming the islands as sovereign Chinese territory. This is in clear violation of the Law of the Sea Convention, which states that objects underwater at high tide in their natural state may not be used as a basis of territorial claims (most dramatically shown in the ruling from the Hague to that effect). It has placed Uiguhrs and other non-Han Chinese in concentration camps and is attempting to radically reduce birth rates of those groups in ways some claim rise to the level of genocide. It has provoked border clashes with India and harassed non-Chinese fishing and military vessels in areas generally understood to be international waters. And in all these cases, China has not bothered to explain its actions (even if that would have been dishonestly) in terms of generally accepted norms of international law.
