In this book, Edward Kaplan performs the double duty of providing an important historical treatment of a pivotal era in US national security policy, as well as an intriguing glimpse into the role of moral discourse in the budget-conscious military bureaucracy of the same period. For the first four years of the post-World War Ⅱ era, the United States enjoyed a global nuclear monopoly. During that same period, American air power came of age with the formation of an independent air force. This temporal convergence posed a formidable challenge to the US Navy's traditional position as the strategic forward presence of US war-making power. If strategic bombing, particularly with atomic weapons, could answer the emerging Soviet threat, then the historically potent rationale for the relative position of the Navy in strategic planning terms could only diminish.
